Gardner is emotionally disabled and has no credibility. It is true he was a gunner on Kerry's boat, the same gunner who mowed down the innocent civilians after Kerry ordered him to hold fire. Gardner hates Kerry because he was chewed out for the killings and Kerry almost had him court-martialed.

Gardner has been an emotional basket-case ever since, perhaps haunted by the fact he disobeyed orders and murdered two harmless people. These killings were one of the events that Kerry was talking about when he said he had personally witnessed atrocities. But in a free-fire zone, technically you are allowed to shoot at anything that moves, so one cannot really blame Gardner, one has to blame the policy-makers and the war itself.
