Part of the reason is that the entities in power make it difficult to participate in the electoral process. Voting doesn't need to be done in local polling place in one day. It can be done over a week from home via computer, etc.

Also, Referendum is almost universally avoided by the parties in power except as need to amend a local, state, or federal ordinance that requires it.
