Umm, Bush and Rummy did manage to kill off that 40-ton mobile artillery program (name escapes me, Crusader?), so he did meet one program he didn't fund. Surprised me. But I generally agree with you that Bush is trying to buy his way to re-election. The trouble is that his tax cuts got spread to thin. Concentrating the wealth on the wealthy might have fueled his campaign coffers, but left nothing for the general population. In the end, they do count votes (most of the time, anyway ;) ), not money. Where did the UN get into this conversation?
