Were there any Democrat applications with missing registration numbers, that were dismissed because of that, so that there is a disadvantage for the Dems because they didn't come in and complete this?

With no additional information, my presumption would be something like the following:

1. Both Republicans and Democrats sent out partially pre-filled applications to their own database of voters.

2. Individual voters of all parties and no parties asked for and received individual unfilled applications.

3. At some point the Republicans were made aware that all (most?) of the applications that they sent out were incomplete and were thus alerted that a large quantity of incomplete applications would be returned, all lacking the voter ID.

4. The Democratic mass of applications did not suffer that defect.

5. The incoming applications would fall into one of five categories :

a. From Republican mass mailing
b. From Democratic mass mailing
c. Individual Republican applications
d. Individual Democratic applications
e. Other individual applications

Only a). has a systematic omission to be corrected. All of the other returned applications are either valid or have random errors of commission or omission. It is relatively unlikely that the Republicans would have had the voters' ID's to fill in for the cases of applications that they didn't supply that happened to have that particular error of omission.
