Steve,
<<"The adoption of the new method, which the Ministry of Finance (MOF) decided to introduce from March 31, allows banks to evaluate share holdings at book value rather than market price, thus enabling them to avoid posting appraisal losses.">>

It is one of the things that continually amazes the typical Westerner here. RULES are only good until they are changed. At the drop of a hat by the way. Remember last Fall's debacle here in KL when Mahatir pronounced no more short selling? This leads the only investors with any money feeling less then confident right? Sometimes I hope the central bankers mentioned in the article I just posted are right and we can just let Asia stew in its juices. But then, I know better.
