The husband of a former secretary of mine operated large earth-moving machines for digging foundations for tall office buildings here outside the Beltway. He told me once of being offered a bribe by a contractor to dig a foundation which did not comply with engineering codes - he refused - the contractor was Middle Eastern - at the time I did not think much about it.

The connection in my mind is not with terrorism, but with a lack of respect for law - in this case, the law isn't just "law", architectural and engineering codes were developed to preserve human life and safety.

I had a similar experience with an Afghani client.

With respect to Middle Easterners - I do not generalize from these experiences - but they worry me quite a bit. We all depend so much on the integrity of architects, engineers and contractors, and the people who manufacture structural material. I think OBL lacks personal integrity, so anything he built, I would not trust.
