That is a GREAT idea. It would have to be put on the ballot by citizens in each state. I also want to see a Flat tax on income. Say 17 cents on each dollar. Then a 7% tax on all sales, nothing more. Distribution to the different level of governments as could be hammered out in a meeting. Federal getting the least % as they have the most area to pull tax from. Sliding scale, that will benifit everyone that works.
