I wouldn't doubt it. You can register a domain at any international registrar, host the actual website at any hosting company that takes credit cards from overseas customers, and admin your site remotely from anywhere on the planet with an internet connection. Makes tracking spammers, for example, really hard. They usually hide within multiple layers of nested addresses and front companies. Registrations all point to each other and go nowhere, like chasing your tail.
