I've seen private schools where they gave scholarships to the children of poor families. It was often these families who would take everything for granted, complain endlessly, and do little or nothing to help their child succeed. When sliding scales of fees for low income families were used, this didn't happen.

I have also read research on employment retention. When the employee makes a major investment to acquire a job (Expense, long education, training, relocation, etc), they are much less likely to job hop, and much more likely to make efforts to improve their working conditions over the long term.

It seems the same is true with taxes and government. People who are most invested in good government, work harder for its long term success.
