Sure, just like the coincidence that in the aftermath of 9/11 a shadow government was being run in a deep bunker for several months unbeknownst to the Congress. I believe that is a called a trial run.

I suspect that there are rather fewer coincidences surrounding the Bush Administration than most of the public believes.
