I think you, or someone covered it in earlier discussions, but that description fits the artillary or aerial bombing of cities, sinking of transports, or many other actions commonly carried out in military operations.

If there is really a distinction (IMO), it is in the decentralized command and control structure of guerillas over large armies, and of terrorists over guerillas. If you decentralize enough you get to an individual, i.e. McVeigh.
