I agree. Software developers aren't going to release their code to users. Without this code, users can't translate it into the proper form to run on a non-Intel box in native mode. So, the non-Intel box owner will have to run his OS in Intel simulation mode, slowing its performance. This will likely never be competitive, and so offers little threat to Intel.
