Pre-1967 borders is the guideline I use.

As far as the back and forth of it. The Zionist movement was all over the place as well.

There were talks, agreements, you name it to locate a "Jewish" homeland in Guatemala and Uganda.

Negotiations are just that...the details can be changed and agreed upon or not.

The Palestinian State is still in flux as is the "Jewish" one.
