I'll have to recheck, but I don't think think so. The Roman Empire consisted of (1) provinces revolting and armies from elsewhere moving in to put down the rebellion, or (2) your local provincial legions going someplace else to put down a rebellion, or (3) some other general claiming to be Emperor and you had to go beat sense into him, or (4) your general claimed to be Emperor and someone came to beat sense into you. And occasionally your general got away with it and moved to Rome.

The Romans had a real probably deciding who got to be Emperor next.
