A big part of the movement was about the rights of the institutionalized. It wasn't all about the burden of caring for them.

Unfortunately, the patients' rights advocates watched One Flew Over the Cuckoo's Nest once too often and pushed it one step too far, apparently. There were "unforeseen consequences". Their efforts have harmed many of the people they intended to help. Jail or the street isn't much of an improvement.
