All I know about the dollarization of Argintina is that the peg has helped them through the latest crisis, and given them the lowest inflation in years. Panaama has actually used US currency (not coins, though, they mint their own) for a very long time. It seems it has to be a good thing. You're right tht most US currency is offshore anyway. Barrons carries a lengthly piece on the subject during the past three months or so.
