If the Arabs had no oil, but their dysfunctional society still produced suicide bombers who thought flying jets into our buildings was keen stuff, we would still be there.

If the Arabs had no oil, we would not have been there in their line of sight so we would not have become a target of their societal disfunction. They would have been otherwise expressing their disfunctionality.
