Oops, guess what? The governor cannot rescind the car tax. I just heard that on the news. In California, all a governor can do is request the car tax rescinded, but then the controller will refuse to obey because the state needs the money. It's an automatic trigger mechanism hiking the tax back to Pete Wilson level when the state falls into a deficit. Wonder why Davis never said anything about this? I will say Davis has been a weak candidate. Should have been fighting back months and months ago. He has really been slow to fight back. If I were him, I'd have made a pilgrimage to Enron HQ in Houston for instance to identify the real culprits in the energy crisis.
