Make toilets before temples....it can be easily said people are also healthy & happiest when they have fresh water to drink, not engulfed in waste, smog & hapless sanitation. Right up there with the first commandment, never defecate where you sleep. Not to mention some kind of employment because starvation & poverty are generally very unsettling to one's divine peace of mind. Just a few material considerations, that often get overlooked...
