Bush's policies in regards to non-proliferation may very well fail but in the case of a country like North Korea no one else's policies where likely to work either. The only way to really get North Korea to stop probably would have been a credible threat of regime change if they didn't combined with relatively believable promises of no effort for regime change if they did, but I don't think there was ever the credible threat. North Korea figured they could get away with it and they were probably right.
