Yes confusing typical government style

Legacy accounts are all numbers.

New style accounts start with the first character being a letter.

So if you have both types of accounts, in theory its an easy transfer but if your durations are short it may indeed cause more trouble than its worth.

When I originally opened my account, I did use the PDF5182 and was assigned an account with all numbers, thus a legacy account.

It may be that now it is after November 1st, new accounts opened with PDF5182 will be assigned with the first character being a letter.

This is the type of information I hope to find out in a response to my letter to the Director of the Division of Customer Assistance.
