True: women and children are detained.
The rest is only a theory. It is more likely that the prison was bombed because the interrogators were effective at getting information and the bombers wanted to kill the sources of information. It could have been honor killing type of mentality or a combination of corrupt justifications by the bombers to save their own butts.
