As for Hamas, civilians were warned to stay away and common sense during a war, you don't stand next to the primary targets like weapons stores, fighters, rocket launchers etc.

As for Koresh, no one really knows what happened inside - but they never should have tried to enter the building the way they did - but shooting ATF is a bad thing to try.
