They DO. So so INDIVIDUALS. But it is an OPTION under the rule of law. It is NOT carte blanche. It flows from a respect for human rights and human life. Therefore, if it is misused...the perpetrator may well face the death penalty.

The justice Department does NOT exploit deadly force. We are a civilized nation. Deadly force is illegal AND punishable except under the rarest of circumstances.
