it was said that CPQ would have more difficulty doing layoffs in Europe than was expected because of European politics/laws - is this true?

In worked in Europe for about 5 years. In 1989 my employer had a huge downsizing. The labor laws in Europe were not understood by US management. They were surprised to learn that labor representatives had a major role in any layoff decisions; that severance was very expensive, ranging from 6 months to 18 months pay plus continuation of benefits, office space, company car, assistance in finding a new job. This was particularly a problem in Belgium and Germany.

I am sure that EP understands this very well, however.
