Kill file (ignore person) is better than alternatives.

I use them sparingly on UseNet news. There are a few people on certain threads that choose to send large volumes of off-topic messages to a newsgroup. It's a waste of time to read though all their junk, so I 'kill file' them. Works great. I get to make the choice, so no one else is limiting what I read.

(1) Moderated threads have weaknesses:
(a) It takes alot of time to be a moderator
(b) the moderation process makes rapid info transfer impossible
(c) the moderator must be an expert in the field
(d) the moderator should be impartial (politically/religiously/...)
(e) this process can work well for weekly journals, or a joke of the day, but SI is an "up to the minute" resource.
(f) On some Usenet groups, the moderator acts as censor, refusing interesting thought provoking questions to be posted.

(2) Banishment is messy
(a) this is much more of a free speech issue.
(b) the banishment committee must be impartial, but this frequently is a political issue.
(c) differing cultural norms open the racism/diversity can of worms.
(d) nebulous qualitative definitions may be used as a measure.

However, this is not Usenet, so there may be a better solution. But I don't expect to see one coming soon :-)
