I can't think of any specifics about a particular instance. I just have vague memories about reading about it, i think more than once. I probably could find it but with the memory so vague it would be a hard thing to search for and I don't want to spend the time doing it.

I suspect it would lead to a gov't with a very short lifetime.

Yes I think it usually does.
