Only in America.
A few days ago, the SJ Merc has a picture of test-cheating scheme in some Asian country: an outside accomplice was photographed throwing solution paper wrapped to a rock through the test room's window while being chased by security.

The reality is, from my experience, testing is not emphasized at all at US university level, whether it's for admission or graduation. For example, to be admitted to most US colleges, one needs to submit transcript, recco's and test scores, whereas in most other countries only test scores determine your admission.
As a youngster in high school, my biggest dream was to go to the US for college. I had to take the SAT among other exams and was amused by the 'college-level' English questions that involved filling in the blank or analogies such as

Bat to baseball is like
a) rat to swimming
b) elephant to dancing
c) cat to meowing
d) turtle to racing
e) lawrence to investing :-)
