In my response I was referring to several things some of which are:

Central limit-order book proposal- would bypass market makers
Instinet and other ECN's setting up exchanges.
Reduced waiting time to update quotes.

I think that this is only the beginning.

The agency quote proposal that Dan refers to in his post would be a very positive thing for market makers but don't expect it to be approved.

The NYSE is also looking into to ways to trade the more active OTC stocks.

Some of these issues are complex and beyond what can be discussed here but I hope this helps some.
