I think mercury poisoning started back in the gold rush days. Definitely in the strip mining days. A bit before the last decades of administrations have tried to address it.

I'd use a person familiar with mercury poisoning in order to address how to go about eradicating it, not the ex-gov of New Jersey. Further I would use scientists familiar with mercury to verify the eradication methods proposed. Seems simple.
