Its certainly legally valid, for such non-debt your also the creditor and can cancel any debt. Also you can't consider loans to yourself a net asset on your balance sheet.

And there is actual reality to the statement. It describes the real world the way it really is.

"Political reality" isn't relevant to the point (but it is relevant to any attempt to try to change anything).
