He didn't do anything criminal, but clearly, he was trying to escape without paying taxes he KNEW he should have paid, because he knew the IRS wouldn't come after him. It is part of Democrat politics. Democrats learn to work the system -- to come as close to the line of breaking the law as they can get, but not quite crossing it.
