Perhaps. And perhaps not. Case in point: JBIL

When JBIL began its meteoric asent beginning in spring following its 2/28 earnings report ($35/share), they reported flat sales, but EPS growth of 70% (Revenues for the quarter ended Feb. 28, 1997 were $222.2 million compared to $235.6 million for the same period of fiscal 1996. Jabil's second quarter net income increased 70 percent to a record $11.1 million or $.58 per share, compared to $6.3 million or
$.34 per share for the second quarter of fiscal 1996.)

So, in some cases, flat sales are insignificant, if earnings are growing.
