Yes, this is true: We have to get good intelligence and than be able to use that Intelligence to achieve our objectives. Remember, the budget was cut during the previous Administration. Remember that, when saying "we have to...." Any good business knows it takes years to successfully develop a product, test it, market it, and sell it. This is no different. You can't drop intel folks in by parachute, say "Hi, I'm your friendly intel guy, and want to stay here for awhile, and learn who the folks are that are "thinking" about some dasterdly deeds....er, that is after I learn your language/s"... Mary, what would you do to get boots on the ground intelligence....????
