Former Joint Chiefs of Staff Director Becomes Global Crossing Vice President of Federal Programs
Logistics Expert Brings Global Communications Team Unique Perspective on U.S. Needs
WASHINGTON--(BUSINESS WIRE)--Nov. 5, 2001-- Global Crossing (NYSE: GX - news) today named U.S. Army General (ret.) John M. (Mike) McDuffie vice president, federal programs, for its Government Markets unit.

A former director for logistics for the Joint Chiefs of Staff for the U.S. Department of Defense, McDuffie brings more than 31 years of senior command and experience in worldwide military operations to this new position.

``Mike McDuffie's leadership experience and knowledge of military logistics worldwide will help Global Crossing meet the exacting communications requirements of the Department of Defense and other U.S. governmental agencies,'' said John Legere, chief executive officer, Global Crossing.

``Global Crossing has been successful in growing our presence in the government market because we have assembled a world-class team with diverse and expert knowledge of the communications needs of government agencies. General McDuffie is a tremendous addition to this team,'' said Paul Kayatta, president, Global Crossing Government Markets.

McDuffie served as the principal advisor and confidant to the chairman of the Joints Chiefs of Staff from 1998 to 2001.

In addition to advising the chairman and Secretary of Defense about long-term budget decisions and all critical logistics issues, he oversaw a wide range of programs, including strategic planning, force readiness, international logistics, civil engineering, medical readiness and environmental issues.

He also led the development of a logistics transformation campaign plan to support joint war fighting in the 21st century.

Throughout his career, McDuffie has supervised large and diverse teams across the United States and around the world. He has served as the President's personal military emissary for humanitarian relief and has handled national security issues with the State Department, Congress and other federal agencies.

As director of logistics and security assistance for the European command, he was responsible for planning and coordinating a diverse set of peace and wartime logistics functions including host nation support agreements, supply and services, civil engineering, crisis operations, transportation, contingency contracting and humanitarian assistance.

McDuffie also served as the U.S. National Logistics Representative to NATO.

``Communications is increasingly vital to the successful operation of the U.S. government both in peacetime and in times of conflict,'' said McDuffie. ``Bandwidth is a strategic asset and Global Crossing is uniquely positioned to offer government agencies the bandwidth, service and expertise to improve operations and communications. I look forward to helping Global Crossing expand its presence in the U.S. federal market.''

McDuffie will be based in the Washington, DC office.
