On the listed exchanges, the last price has to uptick, not the bid. Your order can fill if the last price is after an uptick, or causes an uptick, regardless of the condition of the bid. So if the bid is on an uptick and the last price also upticks to the bid, you should get an automatic fill at the bid. Most other situations depend on filling above the bid and are based on the priority of your order.
