It was there, dufus, just the other countries (well, most anyway) didn't want to share the cost.

Uh, you can call me Orca. The other countries were put off by Bush with his axis of evil speeches and his announcing that if the UN did not play by his rules we would go it alone. He was not asking for help, he was asking for a rubber stamp of approval. This is not coalition building.

This is not diplomacy in action. He pissed off every country that we are now asking to share the burden of the war.
