Its very simple

The DOJ wants MSFT to divorce the Internet application from the operating system in terms of licensing requirements. It wants MSFT to not require OEM's to take one product as a requirement of taking the other.

Since MSFT wants to "integrate" the Internet app into the OS package as they do with their paint program etc., this is something the DOJ will oppose on monopoly grounds.

To the extent that Win98 is "integrated" in this way then to that extent it does not see the light of day.
