Wednesday May 19, 2004--The latest Rasmussen Reports Presidential Tracking Poll shows President George W. Bush with 45% of the vote and Senator John F. Kerry earning 43%.

Still, Kerry has been ahead or tied on fourteen of the last seventeen days. It will take several days to determine whether this latest bounce for Bush is real or just statistical noise.

Data released yesterday shows that Democrats are becoming more convinced that the Iraqi prisoner abuse was fairly widespread. However, Republicans overwhelmingly believe the events at Abu Ghraib were isolated. A narrow plurality of unaffiliated voters share that view.

That survey also shows that the Abu Ghraib scandal has not dented the belief of Americans that Iraq is better off now than it was under Saddam Hussein.

Yesterday, Rasmussen Reports data showed that just 45% of Americans believe the U.S. and its allies are winning the War on Terror. That's the lowest level ever recorded.

The number who see the President as a better leader than John Kerry is also at its lowest level of the year.

Other Rasmussen Reports survey data shows that half of all Americans expect the situation in Iraq to get worse over the next six months. Also, most Americans believe that the soldiers involved in Iraqi prisoner abuse should be court-martialed. Only 31% of Americans believe Defense Secretary Rumsfeld should resign.

Most Americans now say it is unlikely that Iraq will emerge as a peaceful nation enjoying freedom and democracy.

The national telephone survey of 1,500 Likely voters was conducted by Rasmussen Reports over the past three nights. Margin of sampling error is +/- 3 percentage points with a 95% level of confidence. Methodology
