I suspect it was, but could not conclude that definitely.

For some people the idea of a chimp or monkey is one of a not-too-smart individual. To the extent some people feel Obama is not too smart, that may well have been the intent.

But I strongly suspect it was racially motivated. Most people would draw that conclusion, I believe.
