A stimulus bill CAN increase problems, is not a very minority opinion, probably more like a majority opinion (although I wouldn't rank truth or falsehood based on popularity).

And its only "state as fact" in the broadest sense of the term. Its saying something is possible, not that something will happen. "Can" doesn't imply "will" or "is likely to".
