The country faces wrenching change under the Kyoto Protocol. The federal government is duty-bound to make its case, in detail, and meet the dissenting science head-on. So far, it has not done so. A referendum would do the trick.

I would agree. The economic cost will be tremendous, and required at a time when the developed world is struggling to maintain economic growth.

And most of all, it exempts many of the non-developed economies which contribute huge quantities of particulates and greenhouse gases due to their smokestack industries.

I would rather see money spent on enabling these nations to incorporate such pollution reducing equipment as I believe it would have a greater overall impact than further strengthening already restrictive environmental regulations.

Common sense is all I'm asking for... Don't throw entire industries out of business by over-regulation.

Additionally, governments should combine resources to solve this private market failure and develop alternative fuels. I also believe in nuclear power, which is totally non-polluting when properly managed.
