Hmm not very promising -

" * Favorite Folders is available only in the Mail pane. The Favorite Folders pane cannot be removed, hidden, or resized. It is not possible to display Favorite Folders in other panes, such as Folder List."

So I can't do what I wanted to do but there are two possible partial workarounds.

"To minimize the amount of space that the Favorite Folders pane occupies — you can't remove it completely from the Navigation Pane — you can remove all the folders in it. After you remove the folders, one at a time, you will only be left with the Favorite Folders pane heading."

"Are you tired of scrolling down the folder list in the All Mail Folders pane to get to important folders hidden below? Do you want to make the most of your Navigation Pane (Navigation Pane: The column on the left side of the Outlook window that includes panes such as Shortcuts or Mail and the shortcuts or folders within each pane. Click a folder to show the items in the folder.) "real estate"? Then try putting all your high-priority folders in the Favorite Folders pane and make it the primary folder list that you see, without having to scroll. Forget about the name of the pane— just let Favorite Folders become your main mail folder pane."
