Voters-----not citizens. I may be incorrect on that process. Yes, definitely agree that Congress proposes but then it goes to the electorate----------is it via direct vote by the registered voters or is it by referendum and then by the States. The process is a long one. There is another nuance-----------the percentage of the vote. Simple majority of 51% or is it by 2/3rd majority in Congress. The focus now for any Republican candidate is to stay focused on the major issues defense, safety, economy for America.
