The terrorist's probably feel that Kerry will be like Clinton and do nothing.

It probably depends on what action Chirac tells Kerry to take.
That is, after Kerry arises after kissing Chirac's french(small 'f') ass.
Of course, the UN may take over our foreign policy, as Kerry has no clue. Any man(?) who would 'bug' out on his boat crew after only 4 months 'in country' is a coward through and through. How he managed to get medals is beyond me. Collusion somewhere. The more medals in the squadron, the better the commander appears, I would guess.
