The United States will introduce a new resolution before the U.N. Security Council declaring Iraq in violation of orders to disarm, President Bush said. "Today we're going to submit a resolution to the U.N. Security Council that spells out what the world has witnessed the last two months. The Iraqi regime is not disarming," Bush said in remarks at the White House to state governors. The Associated Press said the United States would be joined by Great Britain in introducing the resolution, which would warn of "serious consequences" if Iraq fails to comply. Germany and France, meanwhile, were expected to offer a competing resolution calling for more time for weapons inspections.
