Anyer, I agree with your view. That's exactly what I think happens. I have a friend who works for a huge consulting company, who had recently backed-out from a big job of managing a lucrative project in the Middle East at the last minute for the same reasons that you have enumerated. His family will not come with him no matter what he does after having to live there for a few years.

Also, I have also some friends at the World Bank who would rather go to any other country even for a short term mission except to that part of the World because of its many inconveniences. To some people, just the thought of just going there (no harm intended) much more so living there, especially with their family is a "nightmare" already.

But then again it may also be that the dynamics of the deal have changed recently and that the major company tbat's likely to take over or provide financing to AIPC have other plans and wanted to install its own guy to manage the Kazakhstan project, etc. etc., who knows??? Of course the bears can list various reasons to the contrary and that's OK, too. Anyway, the fact that we have two new very capable individuals with very impressive credentials who can speak the Russian language to replace him and the agreement that Wooddy will still be there to provide consulting work for AIPC is a big plus in my opinion. I don't see much significant changes, really. Sycamore
