U.S. court gives green light to Calif. Oct 7 vote

SAN FRANCISCO, Sept 23 (Reuters) - A U.S. appeals court on
Tuesday reinstated the California recall election for Oct. 7 to
determine whether voters will remove Gov. Gray Davis from
office.

An 11-judge panel of the 9th U.S. Circuit Court of Appeals
overturned a three-judge decision of the same court a week ago
to postpone the vote until March 2004, when the state's
antiquated punch card machines are replaced by newer
technology.
Despite the uncertainty about the vote, state officials
have in recent days pressed forward with plans to carry out an
Oct. 7 vote. Candidates, including Republican actor Arnold
Schwarzenegger, have continued to campaign.
