If its a simple choice, then we've made the choice to send tons of funds to education.

We spend more per pupil than other countries, we spend much more per pupil in real terms than we have in the past (roughly doubling per generation after adjusting for inflation), and we spent more on education than we do on the military.

We've thrown money at the problem, then when things didn't work as well as we would want we threw more, then later more, and then more still.

Which doesn't necessarily mean we should spend less, or even that we shouldn't continue to spend more, but it would seem that throwing more and more money in to the effort to do pretty much the same as what we have done in the past isn't working, and whatever level of money we are going to spend we should try something new.
