I think Joe Davis has appropriated every dollar that wasn't nailed down (and borrowed millions from the STRS, among others) and some that were to keep the budget deficit down. He's being sued for borrowing money against the State Constitution so we'll likely have the same giant budget deficit next year but without the sleight of hand funds switching.

So how's Arnolds program supposed to run on fumes. This is similar to the tobacco tax for health programs by Meathead that just got swallowed in the general fund.
